 Joffrey Baratheon: He was a cruel and sadistic king who tortured and killed people for his own amusement. Ramsay Bolton: He was another sadistic villain who enjoyed inflicting pain on others. Walder Frey: 

 

He betrayed Robb Stark and his bannermen at the Red Wedding. Of course, there are many other characters in Westeros who could be considered bad people. It really depends on your own personal definition of "worst."
